Title: WASH Coordinator

The Position (General Position Summary)
The WASH Coordinator, reporting to the WASH Officer, is responsible for supporting the implementation of water, sanitation, and hygiene interventions across Gaza throughout the full project cycle. Working closely with local implementing partners and Mercy Corps’ program teams, the WASH Coordinator will contribute to assessments, planning, implementation, monitoring, reporting, and evaluation of WASH activities. The role includes direct field engagement (such as site assessments, supervision of distributions, and oversight of water quality testing) while ensuring compliance with Mercy Corps and donor regulations.
The WASH Coordinator will play a key role in guiding and supporting partners and field staff, maintaining accountability to affected communities, and ensuring that all interventions uphold Mercy Corps’ principles of neutrality, impartiality, safeguarding, gender sensitivity, and Do No Harm. By coordinating with cluster actors, and community stakeholders, the WASH Coordinator will help ensure safe, effective, and responsive WASH programming that meets the urgent needs of crisis-affected populations in Gaza.
Tasks/Activities:
SAFEGUARDING RESPONSIBILITIES:
Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.
Technical Responsibilities:
Under the supervision of the WASH Officer, and Director of Programs ensure that all aspects of the programmatic field activities are implemented according to Mercy Corps and donor regulations.
Provide guidance, support, and training to field staff and partners on program modalities, methodologies, and compliance standards.
Work with local partners and Mercy Corps teams to deliver safe, accountable assistance, including supervising distributions, monitoring partner performance, and supporting communities to access their assistance.
Conduct site identification, field assessments and selection of most needed IDP sites for implementation, working closely with site management and staff of local implementing partner(s).
Carry out WASH facilities assessments to determine scope of work, resources, and costs.
Monitor the water sampling and testing in the field, ensure the adherence to MC Monitoring Protocols and water quality issues.
Ensure that program implementation is responsive to communities and partners and consistent with Mercy Corps’ relevant program guidelines, principles, values, quality standards and strategic plan.
Liaise with regulatory authorities, WASH Cluster, and other organizations on water quality issues.
Support the WASH Officer to develop Bill of Quantities (BoQs), Standard Operating Procedures (SOPs), Procurement Requests, Tender and Contract documents, as required for the program interventions.
Provide technical oversight of suppliers and contractors implementing Mercy Corps water and sanitation interventions, ensuring their commitment to the contractual requirements
Actively participate and conduct in local partner community meetings to identify priorities and interventions and supervise local partner or participants’ training and field activities.
Monitor WASH project progress as per Mercy Corps regulations and standards.
Help the field teams to integrate community approaches and gender sensitivity into all activities as appropriate to the local context.
With the support of the WASH Officer, supervise the field-level surveys, needs assessments, and data and information collection for the purpose of monitoring ongoing WASH activities.
Ensure all interventions adhere to Mercy Corps’ Gender Policy, Do No Harm principles, and beneficiary accountability standards.
INFORMATION MANAGEMENT AND REPORTING
Establish an effective filing system and keep track of data received.
Ensure quality and accurate data collection that supports project activities.
Ensure regular and accurate reporting that supports team management to accurately report internally and externally.
As requested, contribute to reporting.
Minimum Qualification & Transferable Skill
Bachelor’s Degree in a Civil Engineering, water and sanitation engineering or any relevant field required.
Minimum of 3 years’ work experience working directly for an I/NGO or relevant organization in Palestine/Gaza.
Work experience with local implementing partners would be an asset.
Experience in implementing various WASH projects, especially during emergencies.
Demonstrate good expertise in emergency response interventions.
Commitment to local capacity building and the ability to engage local stakeholders in project design and implementation.
Experience working with IDP or other vulnerable population required, implementing a WASH project and conducting training is preferred.
Proven understanding of Do No Harm principles and methodology with applied experience implementing projects with/for women and girls.
The applicants should be fluent in Arabic, and good written and verbal English skills are desirable.
Must be computer-literate, particularly in programs such as MS Word and MS Excel.
Strong organizational and collaboration skills required, with the ability to work independently and be self-directed, as necessary.
Must work well as a member of a team, with willingness to spend more than 60% of the time at project sites providing technical support and monitoring.
Timeframe / Schedule:
15 Sep 2025 to 14 Dec 2025 (3 months with possible extension)
The work will be delivered in Palestine GAZA working days and hours.
Budget Allocation:
ILS 4,500/month gross (subject to taxations and deductions)
