مطلوب موظف تقييم ومتابعة - جمعية المرأه العاملة الفلسطينية للتنمية

Project Title: 

Support conflict-affected IDPs in Gaza to access emergency shelter combined with cash for Basic needs and MHPSS

Donor: HEKS / SDC

Contract Period: 9 months

Objectives


  1. The MEAL (Monitoring, Evaluation, Accountability, and Learning) Officer will be responsible for: Developing and implementing a comprehensive MEAL framework for the project.
  2. Ensuring systematic data collection, analysis, and reporting.
  3. Facilitating accountability mechanisms for stakeholders and beneficiaries.
  4. Promoting learning and adaptive management within the project.
  5. Providing technical support and capacity building to project staff on MEAL-related activities.

Scope of Work


The MEAL officer will: 

Develop MEAL Framework: 

Design and implement a MEAL framework that includes clear indicators, methodologies, and tools for monitoring and evaluating project activities and outcomes.

 Data Collection and Analysis: 

  1. Oversee the systematic collection, analysis, and interpretation of data to measure project performance. 
  2. Ensure data quality and integrity through regular verification and validation processes.

 Reporting: 

  1. Prepare and disseminate regular reports on project progress, including monthly, quarterly, and final reports. 
  2. Ensure that reports are accurate, comprehensive, and timely. 

Accountability Mechanisms:

  1.  Establish and maintain accountability mechanisms to ensure that stakeholders and beneficiaries can provide feedback and voice concerns. 
  2. This includes setting up feedback channels and responding to feedback in a timely manner. 

Promote Learning:

  1.  Facilitate learning and knowledge sharing within the project team and among stakeholders.
  2.  Organize learning events, workshops, and sessions to discuss findings, lessons learned, and best practices. 

Capacity Building: 

  1. Provide training and support to project staff on MEAL-related activities, including data collection, analysis, and reporting.
  2.  Ensure that staff have the necessary skills and knowledge to implement MEAL activities effectively.

Qualifications  

  1. A degree in social sciences, development studies, statistics, or a related field. 
  2.  At least 3 years of experience in monitoring and evaluation, preferably in conflict-affected areas.
  3.  Strong understanding of MEAL principles and practices. Excellent analytical and report-writing skills. Experience in facilitating learning and knowledge sharing.
  4.  Fluency in Arabic and English.
