Programme Advisor – Gaza

National position
NORWAC is seeking a motivated Progamme Advisor for our work in Gaza. NORWAC’s main implementing partner is the Palestinian Ministry of Health (MoH). NORWAC’s Gaza portfolio includes support for health services and infrastructure, health education and training.
Main responsibilities
  • Project implementation: Responsible for day-to-day management of the practical implementation of NORWAC`s projects in Gaza, in cooperation with relevant department of the MoH and other partners, in accordance with project MoUs and agreed plans.
  • Results monitoring: Develop baselines and goal hierarchies in cooperation with Head Office and MoH before project start, and monitor progress and achievements during the implementationn period.
  • Coordination of visits: Participate in the planning of medical missions to Gaza, e.g. informing the MoH, preparing the local teams, setting up meetings and programme, receive missions.
  • Project administration: Monitor developments of project budgets in cooperation with TAGI and Head Office, and maintain and develop good administrative routines in project administration.
  • Reports: Produce regular project progress reports to Head Office.
  • Situation updates: Monitor main humanitarian developments and the situation in the health sector, as well as political/security developments in Gaza, provide regular updates to Head Office.
  • Participate in humanitarian fora: Represent NORWAC in Health Cluster meetings and other relevant meetings with UN, INGOs, national NGOs, etc.
  • Donor reports/applications: Provide solid and timely input to annual results reports/annual funding application to donor.
Qualifications:
o   Experience from partner-based international humanitarian and development cooperation
o   Experience with representation and networking with partners and stakeholders in an international environment
o   Experience in proposal and project writing, good communication skills
o   Relevant higher university degree
o   Fluency in English, fluency in Arabic is an asset

Personal qualities:
o   Self-committed, structured work approach
o   Ability to take initiative, prioritize and work efficiently and independently in a demanding operational environment
o   Excellent interpersonal skills and ability to work effectively and in a collegial fashion with people from a wide range of backgrounds
o   Excellent communication skills, spoken and written

We offer:
Type of position:             50% position. 12 months contract, extension possible
Location:                            Gaza
Starting date:                    1 July 2017
Salary:                                  According to agreement

The position depends upon external funding and that sufficient grants are secured by NORWAC HQ.
