Job Overview/Summary:
The Gaza Health Program Manager (GHPM) will be responsible for the day-to-day coordination of activities and efficient operation of the health projects in Gaza in relation to the emergency response and future health programming. Ensuring effective project implementation and partner capacity-building. This role involves strategic planning, monitoring & evaluation, and fostering partnerships to enhance Anera’s impact of the health sector. GHPM will be responsible for the overall management of Anera’s Health team’s emergency response in Gaza. S/He Candidate will manage, oversee, and follow up processes with the Anera implementing partners. The Health Program Manager's responsibility will include developing innovative concepts for quality public health interventions in response to the deterioration of the health sector in Palestine.
Duties & Responsibilities
Oversee the design, implementation, and evaluation of Anera’s Health programs, ensuring alignment with organizational strategy and donor requirements.
Develop new project proposals, concept notes, and funding applications in collaboration with partners, Anera Health Director, GBM, DCDP Anera’s PD team.
Ensure proper budget allocation, financial monitoring, and timely reporting in compliance with Anera and donor guidelines.
Conducted risk assessments and developed capacity-building plans for partner organizations.
In close coordination with the MEAL Manager and Director of Health Sector, leads the development of MEAL frameworks, tools, and reporting systems in line with Anera’s PMEAL strategy.
Conduct field visits to monitor project progress, assess impact, and ensure accountability to beneficiaries.
Coordinate internal/external evaluations and ensure learning is integrated into program improvements.
Supervise and mentor the Health Program Team, guiding project management, reporting, and professional growth.
Conduct performance appraisals, identify training needs, and foster a collaborative team environment.
Build and maintain strong relationships with local CSOs, INGOs, UN agencies, and government bodies to enhance program coordination and avoid duplication.
In close coordination with the GBM, represent Anera in relevant coordination meetings, clusters, and advocacy forums.
Support Anera’s fundraising and communications efforts by providing case studies, reports, and donor engagement materials.
Assist the DCDP, Health Director and the GBM in reviewing Anera’s country strategy, annual operational plans, and risk mitigation strategies.
Ensure compliance with Anera’s safeguarding, ethical, and security policies.
In Emergency:
Serve as a primary technical resource for program staff in designing new projects to meet the needs due to the ongoing crisis in Gaza.
Offer responsive technical support to ensure the effective integration of public health measures throughout all phases of the emergency cycle and recovery.
Contribute to updating and enhancing health response readiness, including prevention, disaster preparedness, response, and recovery of public health capacities for emergency situations.
Coordinate with the Emergency Response Team to develop, maintain, and assure the quality of health emergency response units, such as emergency clinics and NGOs rapid response units.
Support the development of systems and tools that enable a swift and efficient response to health-related needs during emergencies and recovery phase.
Collaborate with various cluster groups to ensure the seamless integration and support of health activities within emergency operations and programs.
Promote the development and innovation of evidence-based tools, guidelines, and projects aimed at enhancing the public health response in emergency situations.
Contribute to the technical monitoring of emergency health responses to ensure quality and evidence-based implementation, while identifying and addressing any bottlenecks and potential issues for resolution.
Support and encourage innovative approaches within the field of emergency health to enhance effectiveness and efficiency.
Aid in the development of quality assurance and risk mitigation tools that bolster public health and patient safety in emergency health interventions.
Be responsible for proposal development, budgeting and reporting to donors on health projects.
Qualifications
A master's degree in Public Health, Epidemiology, Health Management, or a related field is often preferred, but a bachelor's degree in a relevant discipline may be acceptable with substantial work experience.
Minimum of 5 years of practical experience in health, emergency health, public health, management and disaster response is essential.
Strong background in MEAL, capacity-building, and partnership management.
Excellent leadership, communication, and negotiation skills.
Proficiency in English and Arabic.
Experience and Skills:
Prior experience in designing and implementing public health programs in crisis or emergency settings.
Proven experience in budget management, donor reporting, and proposal writing.
Demonstrated experience in providing technical support and capacity building to program staff and partners.
Experience in coordinating with emergency response teams and ensuring the quality of health emergency response units.
Proficiency in designing, implementing, and evaluating public health interventions in emergency contexts.
Strong knowledge of the public health sector, including preventive measures, disaster preparedness, and response.
Familiarity with health emergency response unit operations and quality assurance.
Ability to develop systems and tools for efficient and rapid response to health-related needs during emergencies.
Strong communication and interpersonal skills to collaborate effectively with multiple stakeholders, including cluster groups, NGOs, and government agencies.
Proven ability to coordinate and integrate health activities within the broader emergency operations framework.
An innovative mindset to promote the development of evidence-based tools, guidelines, and projects aimed at enhancing the public health response during emergencies.
Ability to address operational challenges through operational research and seek solutions for improved response.
Proficiency in technical monitoring of emergency health responses to ensure quality and evidence-based implementation.
Skills to identify bottlenecks, potential issues, and resolve them effectively.
Strong leadership skills to guide and motivate teams, foster innovation, and ensure efficiency in emergency health initiatives.
