Technical Protection Officer
Start Date: Immediate
Position Location: This position will be based in CARE’s office in Gaza (Deir Al-Balah) with 50% travel.
Responsibilities:
Job Responsibility 1: Technical Oversight & Quality Assurance. (40%)
- Provide technical supervision and mentorship to the Social Worker, PSS Worker, Child Protection Officer, and Community Mobilizers, ensuring adherence to protection principles.
- Ensure activities align with global protection standards and humanitarian frameworks (IASC, CPMS, GBV Guidelines, Sphere).
- Lead capacity-development efforts for the team, strengthening case management, psycho-social support (PSS), and referral mechanisms.
- Ensure mainstreaming of protection across all sectors (e.g., WASH, Health).
- Regularly engage with the Protection Cluster, CP/GBV sub-clusters, and other coordination mechanisms.
Job Responsibility 2: Supervision & Team Coordination. (25%)
- Guide the PSS worker in delivering individual/group PSS support, referrals, and client-centered case management.
- Support the Child Protection Officer in delivering child-friendly services, psycho-social activities, and positive parenting programs.
- Ensure the Community Mobilizers sustain community engagement, safe identification, and referral pathways.
- Develop technical work plans and track progress on protection interventions.
Job Responsibility 3: Transition to a Partner-Led Approach (20%)
- Support partner capacity development for handover.
- Develop and document technical SOPs, tools, and guidelines to facilitate the transition
- Ensure the team strengthens local protection networks and community-led initiatives.
- Prepare clear handover plans to maintain service continuity post-direct implementation.
Job Responsibility 4: Reporting & Compliance. (10%)
- Ensure accurate data collection and reporting on protection indicators, case management, and PSS interventions.
- Track and document challenges, lessons learned, and best practices to inform future programming.
- Ensure compliance with CARE’s PSEA and safeguarding policies across all activities.
Job Responsibility #5: Perform other duties to support M&E team as assigned by supervisor. (5%)
Qualifications & Preferred Skills
Education/Training
Required
- Degree in Social Work, Psychology, Humanitarian Protection, or related fields.
Desired
- Master’s degree in related field preferred.
Experience & Technical Skills
Required
- Minimum 3-5 years of experience in protection programming, with expertise in GBV, CP, PSS, and case management.
- Experience in supervising field teams in emergency settings.
- Prior experience working with local partners and transitioning from direct implementation is an asset.
- Strong knowledge of GBV, Child Protection, MHPSS, and humanitarian protection principles.
- Experience in protection mainstreaming within multi-sectoral programs (WASH, Health, Shelter).
- Familiarity with coordination structures (Protection Cluster, GBV/CP Sub-Clusters).
- Excellent reporting and data management skills, including using protection case management tools.
- Strong communication and capacity-building skills, with experience in coaching teams.

- Ability to adapt to funding constraints, prioritizing essential protection activities.
- Ability to travel to the field to inform programming
- Strong problem-solving skills in high-pressure humanitarian contexts.
- Commitment to localization, ensuring meaningful engagement of local actors.
