Job Description
Background
UNDP’s Programme of Assistance to the Palestinian People (PAPP) was established through a resolution adopted by the UN General Assembly on 20 December 1978, calling upon UNDP “to improve the economic and social conditions of the Palestinian people”. Since its establishment, UNDP/PAPP has delivered over USD 1.7 billion in development assistance to the Palestinian People.
UNDP’s Palestinian Programmatic Framework (PPF) 2023-2025 sets out a vision of “a world in which all Palestinians can enjoy a dignified life and fulfil their own vision of a unified, peaceful and free society”. The PPF is centered around the concept of ‘Transformative Resilience’ and its three elements: a cohesive Palestinian identity, self-reliance, and ownership and leadership.
Over the next three years, UNDP/PAPP will build on its experiences and achievements to make critical contributions to the priorities defined by the Palestinian national development plans and the UN Sustainable Development Cooperation Framework (UNSDCF), through interventions in three programmatic priority areas:
- i) democratic governance and quality services;
- ii) inclusive economic opportunities;
- iii) sustainable natural resources management.
Under the guidance of the Special Representative of the Administrator and direct supervision of the Deputy Special Representative and in close collaboration with the Head of Gaza Office and Assistant Special Representatives in West Bank and Gaza, the RBM Analyst leads and provides strategic guidance to the RBM Team...

Required Skills and Experience
Education
- An advanced university degree (master’s or equivalent) degree in social policy, public policy, politics, economics, development studies or a related area.
- OR A first-level university degree (bachelor’s or equivalent) in the areas mentioned above in combination with two additional years of qualifying experience.
Experience, Knowledge, and Skills
- Applicants with Master’s degree are not required to have professional experience.
- Applicants with Bachelor’s degree must have a minimum of 2 years of experience in RBM, monitoring and evaluation.
- Proven technical knowledge in results-based management is required.
- Experience in designing M&E systems and project development is required.
- Experience in UN programming (e.g. POPP/PPM) is desired.
- Experience with data analysis tools such as PowerBi, Kobo Toolbox, Stata, SPSS is desired.
Language Requirements
- Fluency in English and Arabic (oral and written) is required.
